I like this this idea as I tend to use custom pages or Content pages more often than I use News or Articles. I would be a nice feature to have a directory like /e107_custom to make user content pages e107 aware in the sense that Custom Menus are e107 aware.
I don't really really use the admin interface for Custom Menus, I just drop php files into the custom directory as it seems easier to me. Maybe if you could just drop plain text or some text with markup into a /e107_custom directory and the header and footer would be applied.
