[News] make next , previos , controlled from theme

Description we nee option to controle the next , previos , bak to news page .... controlled from theme .

sometimes we don'i need this to be visible , sometimes we nee just next , previos links to be shown .

is reommanded to be controlled from theme rather than hacking the news.php

something like
