it is stupid question, but can someone help me with advertisement panel , where can i get it? or maybe it is already in e107... just simple menu panel where can i write text and change title.

There is no such thing as stupid questions, though there are questions that are vaguely and too briefly described. Yours is one of the latter. Please give more information on what you want.

There is something called 'banners' built-in e107: [-link-]

What Moc said, or just create a menu from admin>>custom menus with whahtever you want to appear in it and enable it from admin>>menus
