How would I go about doing this? Which type of template to I have to edit?

This really Depends on if your theme has a custom forum template or not. If it doesn't you could create one but if your lazy like me you could just edit the default forum template located in e107_plugins/forum/templates assuming you haven't changed your base folder names.

Instead of making those posts 'announcements', why don't you just make them sticky?

That way they use the sticky icon (which you can place in your themes/forum folder)

The theme doesn't have any custom forum template. So I will have to chose your second option

What file and what line should this image be embedded in?

Just copy the core plugin/forum/template files to your theme folder and modify them

That way they won't get overwritten by upgrades
