How to give member permission to edit his page

How can I allow a member to have the ability to upload or edit any content on a page allocated to him while it must be also be viewable to the public.

The way I did it was to use the Content Manage. Make a custom page, and set the permissions so that you have to be a specific user class. Make your chosen member that class. The proper menu items to do it are hidden and a bit jumbled, but if you look around, you should be able to find it
