Default install should use Core theme. But remember ; there is no more lime image. as phpnoobie mentioned : wmessage in theme : yest it should be there : customheader : Home (line 147)as called by Home link (=index php)
In the past, the welcome message was displayed along with news below it. Now, that isn't the case. I have tried with all of the default themes to have it display the welcome message and the news items.
What I ended up doing is making a menu for the Welcome Message and having the news load below that. It does the same thing I want so I guess it is fixed.
You found a working method and if it works, fine, but i think you are mislead by the new theme and its settings.

DEactivate the wmessage field under wmessage/options set your frontpage to news wmessage should now be there change Home url in sitelinks for home. (when news = obsolete) done. use as before versions.
