Layout problems and css

I'm building a portal using e107 and I've come across some xhtml/css related presentation problems. I like e107 very much because its simplicity and functionality but I think there's a lot of room for improvement there, and theme creators would be greatly benefited.

I'd like to know if there are plans currently to improve on this. I have some ideas and I'd like to help. If noone is working on this I can post some proposals so you can review them and later implement them. I have experience using html/css and can help cleaning the design so it's a lot more flexible. I've got a more liquid layout and made pages significantly lighter by using less tables and more css.

Where should I go to help on this?

There's also a lot of translatable strings in the code, should I post a bug report about them?
