You can't easily - its hard coded to stop spamming - if you really must you'll have to edit the contact >> template file and remove the {SHORTCODE} that calls it

When you turn it off can you give me your web address so I can send 10,000 spam emails from YOU (and probably get you banned by your host/ISP)

it's probably not working because your host didn't activate the 'image filter' , I don't know the name (or the utility). But it must be simply turned off.. someone here can probably point the exact name of the tiny box with code
